    The Planning and Appraisal of Mega Transport Infrastructure Projects Delivered by Public–Private Partnerships: The Case for the Use of Policy-Led Multi-Criteria Analysis

    Mega transport infrastructure projects are frequently perceived as critical to the “success” of major metropolitan, regional and national development because of their potential to affect significant socioeconomic and territorial changes. However, the mega infrastructure development literature tends to focus upon the frequent failures of such projects because of their inability to meet their original expectations. A major cause for such perceived underperformance has been attributed to the inadequacies of ex-ante project appraisal methodologies. In particular, their excessively narrow focus has prompted growing calls for broader and more transparent project appraisal frameworks. These calls coincide with a period where public private partnerships (PPPs) are growing in importance globally as the favoured procurement route for governments looking to undertake new mega transport infrastructure developments. Some see the practicalities of PPPs as placing them at odds with aspirations for more inclusive and open project appraisal with adequate consideration of the public interest. It is the authors’ contention that if introduced with broader and more systematically presented sustainability concerns, PPPs can remain compatible with such ambitions. Towards this end, this paper presents the rudimentaries of a policy-led multi-criteria analysis (PLMCA) approach to project appraisal as a means by which PLMCA can contribute to more holistic PPP procurement practices. The authors contend in the latter part of the paper that PLMCA addresses many of the limitations associated with the application of narrower decision-making and project appraisal approaches currently supporting PPPs and other more conventional procurement practices

    Kinematic characteristics of elite men's 50 km race walking.

    Race walking is an endurance event which also requires great technical ability, particularly with respect to its two distinguishing rules. The 50 km race walk is the longest event in the athletics programme at the Olympic Games. The aims of this observational study were to identify the important kinematic variables in elite men's 50 km race walking, and to measure variation in those variables at different distances. Thirty men were analysed from video data recorded during a World Race Walking Cup competition. Video data were also recorded at four distances during the European Cup Race Walking and 12 men analysed from these data. Two camcorders (50 Hz) recorded at each race for 3D analysis. The results of this study showed that walking speed was associated with both step length (r=0.54,P=0.002) and cadence (r=0.58,P=0.001). While placing the foot further ahead of the body at heel strike was associated with greater step lengths (r=0.45,P=0.013), it was also negatively associated with cadence (r= -0.62,P<0.001). In the World Cup, knee angles ranged between 175 and 186° at initial contact and between 180 and 195° at midstance. During the European Cup, walking speed decreased significantly (F=9.35,P=0.002), mostly due to a decrease in step length between 38.5 and 48.5 km (t=8.59,P=0.014). From this study, it would appear that the key areas a 50 km race walker must develop and coordinate are step length and cadence, although it is also important to ensure legal walking technique is maintained with the onset of fatigue

    Ground reaction forces of Olympic and World Championship race walkers.

    Abstract Race walking is an Olympic event where no visible loss of contact should occur and the knee must be straightened until midstance. The purpose of this study was to analyse ground reaction forces of world-class race walkers and associate them with key spatiotemporal variables. Nineteen athletes race walked along an indoor track and made contact with two force plates (1000 Hz) while being filmed using high-speed videography (100 Hz). Race walking speed was correlated with flight time (r = .46, p = .049) and flight distance (r = .69, p = .001). The knee's movement from hyperextension to flexion during late stance meant the vertical push-off force that followed midstance was smaller than the earlier loading peak (p < .001), resulting in a flattened profile. Athletes with narrower stride widths experienced reduced peak braking forces (r = .49, p = .046), peak propulsive forces (r = .54, p = .027), peak medial forces (r = .63, p = .007) and peak vertical push-off forces (r = .60, p = .011). Lower fluctuations in speed during stance were associated with higher stride frequencies (r = .69, p = .001), and highlighted the importance of avoiding too much braking in early stance. The flattened trajectory and consequential decrease in vertical propulsion might help the race walker avoid visible loss of contact (although non-visible flight times were useful in increasing stride length), while a narrow stride width was important in reducing peak forces in all three directions and could improve movement efficiency

    Earth observations into action: the systemic integration of earth observation applications into national risk reduction decision structures

    Purpose - As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements. Design/methodology/approach - Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures. Findings - The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR. Originality/value - The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners

    Mutations in KCTD1 Cause Scalp-Ear-Nipple Syndrome

    Scalp-ear-nipple (SEN) syndrome is a rare, autosomal-dominant disorder characterized by cutis aplasia of the scalp; minor anomalies of the external ears, digits, and nails; and malformations of the breast. We used linkage analysis and exome sequencing of a multiplex family affected by SEN syndrome to identify potassium-channel tetramerization-domain-containing 1 (KCTD1) mutations that cause SEN syndrome. Evaluation of a total of ten families affected by SEN syndrome revealed KCTD1 missense mutations in each family tested. All of the mutations occurred in a KCTD1 region encoding a highly conserved bric-a-brac, tram track, and broad complex (BTB) domain that is required for transcriptional repressor activity.     Academic boredom among students in higher education: a mixed-methods exploration of characteristics, contributors and consequences

    Academic boredom contributes usually adversely towards student engagement, learning and overall performance across a diverse range of settings including universities. The formal study of academic boredom in higher education remains, however, a relatively underdeveloped field and one surprisingly neglected in the UK. Adopting contemporary perspectives rooted in Control-Value Theory, details of a mixed-methods exploration of academic boredom among 235 final year undergraduates attending a single university in England are presented. Quantitative data from the principal survey instrument employed included measurement using the BPS-UKHE, a revised boredom proneness scale developed for use across the sector. Qualitative data arose primarily from ten research interviews. Findings indicate that about half of all respondents reported experiencing the most common precursors of academic boredom at least occasionally (e.g. monotony, repetition, time slowing down, lack of desire for challenge, loss of concentration and motivation to learn, restlessness); traditional lectures with a perceived excess and inappropriate use of PowerPoint stimulating the actual onset of boredom more than other interactive forms of delivery. Coping strategies when bored included daydreaming, texting and turning to social media. Boredom also occurred during the completion of assignments used to assess modules. Quantitative and qualitative differences between those identified as more prone to boredom than others extended to self-study (fewer hours), attendance (good rather than excellent) and final degree outcome (lower marks and a lower proportion of first and upper second class degree awards). Findings are considered valuable empirically, as well as theoretically, leading to recommendations surrounding boredom mitigation which challenge cultural traditions and pedagogical norms

    Gone with the wind: Seasonal distribution and habitat use by the reef manta ray ( Mobula alfredi ) in the Maldives, implications for conservation

    1. Reef manta rays (Mobula alfredi) are one of the ocean's largest and most charismatic species. Pressure from targeted and bycatch fisheries coupled with their conservative life-history traits including slow growth, late maturity, and low fecundity has led to catastrophic declines of the global population. The species is now listed as Vulnerable to Extinction on IUCN Red List of Threatened Species. 2. The global M. alfredi population is widely distributed in highly fragmented subpopulations. The Maldives supports the world's largest known subpopulation that undergoes seasonal migrations which are thought to be linked to peaks in ocean productivity induced by the South Asian Monsoon. Although the species is protected from targeted fisheries in the region, increasing pressures from habitat degradation and unsustainable tourism activities mean their effective conservation relies upon knowledge of the species' habitat use, seasonal distribution, and the environmental influences on such movements. 3. Photo-ID sighting records collected between 2005 and 2017 were used to identify key aggregation sites throughout the archipelago, and multiple linear regression and prediction analysis identified the environmental variables affecting variations in the intra-annual sighting frequency of M. alfredi. 4. Mobula alfredi were recorded at 273 different sites, 48 of which, with >100 sightings at each, were classified as key areas of habitat use. South-west monsoon winds and chlorophyll-a concentration predominantly affected the monthly percentage of M. alfredi sighted on the down-current side of the atolls. 5. In a country where climate change and touristic pressure are increasingly threatening this species and its habitat, the identification of key areas of habitat use and temporal changes in the use of these sites highlight the areas that should be prioritized for protection enabling more effective conservation management.info:eu-repo/semantics/publishedVersio
